In Theravada Buddhism, as practiced in Laos, almsrounds are conducted daily to collect food from the lay people. You can see the monks wearing the almsbowls around their necks to carry the primarily rice offerings they are given. In this scene, the monk is actually giving some of the alms he received to a needy man.
